(as per Procurement Plan): BZ-SIF-515613-CS-INDV The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services.

The GOB intends to apply part of the proceeds of this financing towards hiring an of (3) experienced individuals to fill the position of Relationship Officers for the Development Finance Corporation. The Relationship Officers will serve as the primary link between the Participating Financial Institutions under the Matching Grant Program, and the potential farmers interested in the Matching Grant Program.

The Officer will provide efficient, farmer friendly loan development services that ensure timely and appropriate access to financing for climate resilient agriculture activities and practices. The Relationship Officers will work directly under the supervision of the Development Finance Corporation.

All work conducted, including reports, will be overseen by the Development Finance Corporation and the Climate Resilient & Sustainable Agriculture Project (CRESAP) team.

The GOB through the Ministry of Agriculture, Food Security and Enterprise (MAFSE) has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the project and the BSIF is seeking to recruit individuals to fill the position of ( 3) Relationship Officers ( two for the Belmopan Branch and one for the Orange Walk Branch) for the Development Finance Corporation.

The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting a request in writing via e-mail to procurement.cresap@sifbelize.org. The Belize Social Investment Fund now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.).

Minimum Mandatory Requirements *(Required) Qualifications Bachelor’s Degree in Finance, economics, development studies, environmental science, agriculture, rural development, natural resource management, OR any other field related to the assignment.

(max 15 points) General Experience At least 2-5 years of relevant professional experience in the agriculture sector, including experience in technical assistance services, development of investment proposals, and business plans would be an asset (max 25 points) *If these minimum requirements are not met, candidates will not be considered for the process * Additional Requirements (Desirable) Specific Experience Ability to prepare Cashflow Projections and Cost and Financing Tables.

(max 25 points) Knowledge and experience of Climate Change and Climate Smart Agriculture Practices (max 20 points) At least three years’ experience working with farmers in rural communities (max 15 points) Minimum total points required to be considered for the assignment is 75 points.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
