(as per Procurement Plan): BZ-SIF-516079-CS-INDV The Government of Belize has received financing from the World Bank toward the cost of the Climate Resilient and Sustainable Agriculture Project and intends to apply part of the proceeds for consulting services. The GOB intends to apply part of the proceeds of this financing towards hiring one (1) experienced and qualified consultant as Matching Grant Technician .

The Matching Grant Technician will support the Matching Grant Coordinator in providing oversight over the CRESAP matching grants mechanism.

Assistance will involve monitoring and verifying that all matching grants under CRESAP are consistent with the requirements of the Matching Grants Operations Manual (MGOM) and that technical services are being provided to support matching grant beneficiaries in implementing their CSA Investments.

He/she will also provide support in having updated and timely report to the Ministry of Agriculture Food Security and New Growth Industries and the Belize Social Investment Fund (BSIF), including to the Matching Grants Approval Committee (MGAC).

The GOB through the Ministry of Agriculture, Food Security and New Growth Industries has appointed the Belize Social Investment Fund (BSIF) as the implementing agency for the project and the BSIF is seeking to recruit a suitable qualified PROJECT STAFF- Matching Grant Technic ian.

The detailed Terms of Reference (TOR) for the assignment can be obtained by submitting a request in writing via e-mail to procurement.cresap@sifbelize.org. The Belize Social Investment Fund now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (such as cover letter, Curriculum Vitae etc.).

Minimum Mandatory Requirements *(Required) Qualifications Minimum of an associate’s degree in agriculture, natural resource management and conservation, environmental science, agriculture economics, or equivalent qualification related to the assignment.

(max 20 points) General Experience Three years’ working experience in public or private sector performing tasks related to managing of projects (max 20 points) *If these minimum requirements are not met, candidates will not be considered for the process * Additional Requirements (Desirable) Specific Experience Experience in the development of investment proposals and business plans (10 points) Experience in Climate Smart Agriculture practices (10 points) Experience in technical assistance services in the agriculture sector (10 points) Familiarity with digital platforms or tools such as GPS, data collection survey instruments or other digital tools (20 points) Excellent command of both the English and Spanish language (5 points) Experience in Project management (5 points) Minimum total points required to be considered for the assignment is 75 points.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Procurement Regulations.
