CARS-4/RFB-GOODS-04 The Republic of Tajikistan has received financing from the World Bank toward the cost of the Fourth Phase of the Central Asia Regional Links Program and intends to apply part of the proceeds toward payments under the Contract for Procurement, Supply and Installation of IT Equipment for the Department of State Automobile Inspection ( DSAI ).

Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated August 2018 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

The bidding document in Russian may be obtained by interested eligible Bidders upon the submission of a written application to the address below: Ministry of Transport of the Republic of Tajikistan Fourth Phase of the Central Asia Regional Links Program (CARs-4) 14 Ayni Street , 3rd floor, 734025, Dushanbe, Tajikistan Electronic mail address : pitmintranstj@gmail.com The document will be sent by e-mail in PDF format to all interested bidders.
Bids must be delivered to the address below on or before 15:00 (local time) March 10, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid” (with indication of Lot 1, Lot 2 or Lot 3) will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below.
All Bids must be accompanied by a Bid Securing Declaration in for each of the Lots for which a Bidder submits a Bid. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
